"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America." Our Constitution was signed by our first statesmen at Independence Hall, in Philadelphia, September 17, 1787. This was the first body of politicians to legally represent all citizens in every state - which at the time, numbered thirteen. It was during this Constitutional Convention that the Congress of the United States was born. It should suffice to add: "By the people, For the people."
